Summary:

The Quality Education and Vulnerability Programme helps teacher training colleges in their training of teachers. The aim is that teachers develop skills and attitudes that contribute to the development, safety and welfare of all children, including orphans and other vulnerable children.

Objectives of the intervention:

The overall objective of this programme is to develop capacity, and improve quality and relevance of teacher preparation in function of addressing the educational needs of orphans and vulnerable children. The programme will seek to support capacity development processes of various strategic partners within primary and secondary teacher training colleges.

Why was OM chosen?

OM was chosen as the PME approach for the VVOB Zimbabwe programme as a whole from 2007. Particularyly because it helps:
- To focus on a strong involvement of partners in M&E;
- To focus on changes in direct partners;
- To use a methodology well suited to building capacity;
- To focus the project within the wider social landscape;
- To help to integrate an exit strategy from the beginning of the programme.

What was the experience of using OM?

The benefits have been in line with the reasons chosen for the adoption of OM above mentioned. In addition, the following benefits have been identified:

1) Clarifying roles – using OM has helped to separate the role of VVOB as a project development organisation that supports project implementers from the role of those doing the implementation. This latter group will continue the work that builds upon the programme even when the programme ends.

2) Through the focus of the methodology on outcomes it has been possible to explore the complex social change issues the project is dealing with and by agreeing with partners about the changes that will be worked towards. In this way OM has helped to unpack this black box.
