Summary:

HIVOS wanted to design an evaluation that could track outcomes in arts and culture. It was very unlikely that an LFA approach would work in this field (Arts & Culture). 31 organisations in Central America were asked to contribute through questionnaires and interviews.

Why was OM chosen?

Hivos did not consciously choose an OM-inspired approach. Karel Chambille - the Evaluation Manager - chose Ricardo Grau Wilson as the evaluator because, based on speaking with him and the experience others in Hivos had of working with him, and thought his experience would be useful.

It revealed significant results / outcomes that our existing monitoring approach had not showed us.
