Early Market Engagement for an Evaluation of OGP

The Department for International Development (DFID) and the Hewlett Foundation are seeking an evaluation team with extensive experience in the field of governance to carry out an evaluation of the Open Government Partnership (OGP).
This is a call for an early market engagement (EME) with potential evaluators. The aim of the EME is to engage with potential evaluators to strengthen the Terms of Reference (ToR), and to give an opportunity to ask questions and clarifications.
