How do you develop indicators for a qualitative Monitoring and Evaluation framework? Progress markers are the indicators monitored when using Outcome Mapping and play a key function in the application of the methodology. They are usually developed using the “Expect, Like and Love to see ...” categorizations. A survey of 32 sets revealed another pattern that could help in the development these indicators.
